Sustainable Acquisition Overview
The U.S. Department of Energy Environmentally Sustainable Acquisition Program Handbook serves as an overview and guidance to DOE program and field elements on Sustainable Acquisition as an integrated component of environmental management and purchasing systems within DOE. The Handbook describes the policies, guides, procedures, roles and responsibilities, and reporting that comprise the Sustainable Acquisition Program at DOE and provides links to relevant Web sites.
Policy
U.S. Department of Energy policy is to implement the Federal Acquisition Regulation (FAR), which for Environmentally Preferable Purchasing is to a) implement cost-effective contracting preference programs promoting the purchase of alternative fuels/vehicles, biobased/recycled-content, energy/water efficient, non-ozone depleting, and other environmentally preferable products and services as well as practice sustainable design and electronics stewardship and (b) employ acquisition strategies that take life cycle costing into account and affirmatively implement the environmental objectives in the FAR 23.703
Implementation of the policy is defined in the Department of Energy Acquisition Regulation (DEAR), Section 923 "Environment, Conservation, Occupational Safety, and Drug-Free Workplace" and DEAR 970.2304 and 970.2307
