Iron and steel mills; Primary copper smelters;
Primary aluminum ore reduction plants; Hydrofluoric, sulfuric, or nitric acid plants;
Charcoal production plants; Petroleum refineries;
Lime plants; Primary lead smelters;
Coke oven batteries; Sulfur recovery plants;
Carbon black plants (furnace process); Phosphate rock processing plants;
Fuel conversion plants; Sintering plants;
Secondary metal production plants; Petroleum storage and transfer units with a total storage capacity >300,000 barrels;
Fossil-fuel boilers (or combination thereof) totaling >250 million british thermal units per hour (MMBTU/hour) heat input; Chemical process plants except for ethanol production facilities that produce ethanol by natural fermentation included in NAICS codes 325193 or 312140;
