29 C.F.R 1910.1200 Hazard Communication (Revised April 2012)

On March 26, 2012, OSHA published a final rule that updates its 25-year old 29 C.F.R 1910.1200 Hazard Communication standard (HCS). The revised standard is consistent with the United Nations project's Globally Harmonized System of Classification and Labeling of Chemicals (GHS). Department of Energy (DOE) contractors must comply with OSHA regulations per 10 C.F.R 851 Worker Safety and Health Program and DOE Federal offices must comply per DOE O 440.1B Worker Protection Program for DOE (Including National Nuclear Security Administration) Federal Workers.

  

DOE Developed Training Materials on Changes to the Hazard Communication Standard:
The DOE Office of Health, Safety and Security (HSS), the Energy Facility Contractors Group (EFCOG), the Industrial Hygiene/Occupational Safety Special Interest Group (IH/OS SIG), representatives of labor organization grantees of the National Institute of Environmental Health Sciences, and the DOE Volpentest HAMMER Training and Education Center partnered to assemble training materials needed for the revised HCS. Key implementation dates [1910.1200 (j)]:

(1) December 1, 2013 Employers shall train employees regarding the new label elements and safely data sheets format.
   
(2) June 1, 2015 Implementation deadline for mfg, importers, and employers.
   
(3) December 1, 2015 GHE-compliant shipping labels must be used by distributors.
   
(4) June 1, 2016 Updated HAZCOM programs and training on new hazards.
   

Major Changes to the Hazard Communication Standard:

  • Hazard classification: Provides specific criteria for classification of health and physical hazards, as well as classification of mixtures of chemicals.
  • Labels: Chemical manufacturers and importers will be required to provide a label that includes a harmonized signal word, pictogram, and hazard statement for each hazard class and category. Precautionary statements must also be provided.
  • Safety Data Sheets: Will now have a specified 16-section format.
  • Information and Training: Employers are required to train workers on the new labels elements and safety data sheets format to facilitate recognition and understanding.
