Director's Perspective

Welcome to the Office of Security Assistance

Samuel N. Callahan, Director

Mission and Functions

The Office of Health, Safety, and Security (HSS) created the Office of Security Assistance Program to provide timely technical assistance and system support to field and Headquarters elements to enhance site security programs, upon request. The program is comprised of technologists and subject matter experts from all security disciplines including Program Management, Protection Program Operations, Information Security, Materials Control and Accountability, and Personnel Security. HSS is committed to building a security assistance program to serve the interests of the Department based upon the needs of our customers - with emphasis on customer-focus and meeting multi-disciplinary security needs. In Fiscal Year 2007, HSS performed extensive assistance activities at the request of DOE/NNSA program offices and field sites. The activities ranged from special and routine site survey assistance, physical and technical security inspections in support of the Office of Intelligence, Vulnerability Assessment and Design Basis Threat (DBT) implementation assistance, third-party, adversary support, and DBT implementation and planning validation activities associated with the Site Assistance Visits and Technology Assistance Visits. The security assistance provided to our customers included technical expertise tailored to augment site capabilities in critical fields.

The security assistance effort provides an effective method for rapidly sharing innovative security and security technology solutions across the Department. Security assistance activities also provide an opportunity for subject matter experts in all security disciplines to further enhance their knowledge and abilities through on-the-job analysis of new and unique security issues. The core cadre of HSS staff provides a ready resource for senior managers to utilize in short-term, mid-, and long-range programmatic planning and scoping activities, to ensure that security is effectively incorporated into the diversified missions of the Department. Future security assistance activities will ensure that cost effective security measures are recognized and shared across the Department.
