Mission
The mission of the Office of Security Training Operations
is to develop and deliver safeguards and security
training courses to ensure the technical proficiency
necessary to maintain a qualified workforce within the
Department of Energy (DOE)/National Nuclear Security
Administration (NNSA). Security Training Operations conducts on-going job analysis,
and develops and delivers training in all aspects of
security required for the protection of DOE/NNSA critical
assets. Through its training, HS-51 maintains the proficiency
and competency training needs of DOE/NNSA security personnel
through standardized nuclear security training, education,
and professional development services at the National
Training Center.
Functions
- Develops and provides training in the following
seven program areas for the Department: program
planning and management; protective force; physical
protection; information protection; personnel security;
unclassified visits and assignments by foreign nationals;
and nuclear materials control and accountability.
- Provides and manages subject matter expertise
for the development and review of training courses
for security professionals.
- Establishes core training standards and promotes
the professional development of DOE/NNSA security
professionals.
- Represents the Department in government-wide forums
on building, recruiting, developing and retaining
a highly qualified security workforce.
- Manages the Foreign Interactions and Counterintelligence
training departments and provides training that
facilitates awareness and effective application
of policies, procedures, and requirements relating
to foreign visits and counterintelligence concerns.
- Manages the certification/recertification programs
for instructors and armorers and site certification
for NTC developed training courses.
- Develops and conducts the annual Security Protection
Officer Team Competition (SPOTC).
- Provides specialized training and services to
other government agencies with missions similar
to those of the DOE/NNSA on a case by case basis.
- Represents the Department on the interagency Federal
Law Enforcement Accreditation Board and works with
other standard-setting organizations to obtain and
maintain certification and accreditation for NTC
courses, as appropriate.
