HRP Policy is the responsibility of the Office of Departmental Personnel Security Policy (HS-1.4).
The Office of Worker Safety and Health Assistance (HS-12), has responsibility within the
DOE Human Reliability Programs (HRP) to ensure appropriate policies and procedures are in place
and used at HQ and the DOE sites to monitor HRP-designated worker's health and fitness-for-duty.
HRP-designated individuals assigned to nuclear explosive duties are monitored at the work site to
ensure that no emotional, mental, or physical conditions exist that could potentially result in an
accidental or unauthorized detonation of nuclear explosives. Through the continuous monitoring process,
physicians, and psychologists are asked to determine: 1) if the worker is physically fit to
perform assigned duties; 2) if the worker is mentally stable to perform duties without injuring
anyone in the process; and 3) whether the worker is abusing drugs or alcohol.
HS-12 provides guidelines and technical assistance to the Office of Departmental Personnel
Security Policy (HS-1.4) and site health care providers. The
Office of Worker Protection
Policy and Programs (HS-11) provides policy support as needed.

The 10 CFR, Part 1046 Policy is the overall responsibility of the Office of Security Policy (HS-70). The Office of Worker Safety and Health Assistance provides technical assistance to the Office of Security Policy and DOE site health care providers in the form of medical and psychological assessment standards, guidelines, and procedures.
