Nuclear Explosive Safety

Functional Area Goal:  Headquarters and field organizations and their contractors who conduct nuclear explosive operations with responsibility for nuclear explosive safety (NES) have implemented and maintained an effective NES program.

Suggested lines of inquiry and review approach

Performance Objective 1: Contractor Program Documentation

The site contractor has developed an up-to-date, comprehensive, documented NES program that includes associated implementing mechanisms and procedures.

Record Review: Contractor NES program policy and implementing documentation. Review, including but not limited to, program policy, description and requirements documentation, NESS reports, relevant training and qualification documentation, etc.

Interviews: Contractor NES program managers; operations and support managers and workers to whom NES applies. Training managers responsible for development and conduct of NES program training.

Observations: None.

Performance Objective 2: Contractor Program Implementation

NES program procedures and controls have been effectively implemented to mitigate the risk of inadvertent nuclear detonation or fissile material dispersal from the pit.

Record Review: NES program implementing mechanisms for accuracy and currency. Description of contractor assessment program and the results of NES program assessments. Training and qualification records for NES program personnel and records of NES training for operations and maintenance personnel.

Interviews: NES program staff and managers. Line managers responsible for nuclear facilities or nuclear explosive operations. Workers associated with nuclear explosive operations or who work in the vicinity of nuclear explosives.

Observations: Activities associated with nuclear explosive operations. Facility walkdowns to view methods for implementation of NES controls. Conduct walkdowns of nuclear explosive storage areas. Observe maintenance, test, and evaluation of facilities, tooling, and equipment that supports nuclear explosive operations.

Performance Objective 3: DOE Line Management Oversight

DOE has defined adequate requirements to ensure that an effective NES program is developed and implemented through appropriate contract mechanism for activities associated with nuclear explosive operations. HQ and/or Field/Site Offices have assigned personnel and developed processes/procedures for the activities they must conduct in support of the contractor's NES program. HQ and/or Field/Site Offices have assigned personnel and established and implemented effective oversight processes to ensure that the contractor has implemented and is maintaining an effective NES program.

Record Review: Field or Site Office NES directives and implementing mechanisms; training and qualification material and records; feedback and improvement plans, records, and reports; assessment and oversight records; NESS reports; and ISMS effectiveness and annual update records.

Interviews: NES Program Managers, Facility Representatives, Site Office Line Managers, Site Office NES oversight personnel.

Observations: Site office oversight activities; facility walkdown with Facility Representatives focusing on implementation of NES controls.
