HSO SPOTLIGHT No. 008-2009 Headquarters Unclassified Foreign Visits and Assignments Program

What is the issue: The Office of Headquarters Security Operations (HS-1.3) has developed new procedures to process requests for Unclassified Foreign Visit and Assignment requests.
Why do we need this?:  To meet the requirements of DOE Order 142.3, Unclassified Foreign Visits and Assignments Program.
Who is impacted?: All DOE employees hosting foreign visitors and assignees, DOE officials approving requests for a foreign visit or assignment, and Foreign Access Central Tracking System (FACTS) data entry personnel.
What does the HSO need to do?:  Understand that a new Headquarters Foreign Visits and Assignments Team has been established and that new procedures for processing Unclassified Foreign Visit and Assignment requests have been published in Section 34 of the Headquarters Facilities Master Security Plan (HQFMSP).
 
   
   
Over the past year, the Office of Headquarters Security Operations (HS-1.3) has conducted an extensive review of the DOE Headquarters Unclassified Foreign Visits and Assignments Program. The review included a detailed study of the requirements of DOE Order 142.3, analysis of existing Headquarters procedures for processing foreign visit and assignment requests, visits to DOE field sites to understand their procedures, and examination of the documents currently in use at DOE Headquarters.

The review determined that current Headquarters procedures for approving requests for Unclassified Foreign Visits and Assignments do not meet the requirements of DOE Order 142.3. There are two primary reasons for this failure. First, there has been no formal Unclassified Foreign Visits and Assignments Program at DOE Headquarters. Second, required Subject Matter Expert reviews in the areas of Export Control, Technology Transfer, Security, Operations Security, Technical Surveillance Countermeasures, Intelligence, and Cyber-Security are not being completed.

To bring DOE Headquarters into compliance with DOE Order 142.3, HS-1.3 has created a new Foreign Visits and Assignments Team. This Team will provide day to day guidance on the foreign visits and assignments process to personnel in the program elements and screen, coordinate, and conduct required Subject Mater Expert reviews. A special e-mailbox has been created for the Team. It appears in the Microsoft Outlook Global Address list as: "HQ FV&A team." Please use this e-mailbox when communicating with the Team via e-mail.

Section 34 of the HQFMSP has been extensively revised to establish the new Headquarters procedures for fully implementing DOE Order 142.3. There are several new procedures and many revised formats, templates, samples, and links included in Section 34. The new procedures are effective immediately.

HS-1.31 has conducted four training sessions in the new Headquarters Foreign Visits and Assignments Program. We understand, however, that there may be a need for additional training.
