The Office of Independent Oversight, within the Office
of Health, Safety and Security (HSS), conducted a
recent security inspection of DOE Headquarters. The
inspection evaluated the performance of responsible
Headquarters Elements across the spectrum of protection
related topical areas including Classified Matter
Protection and Control (CMPC). One item noted was
the need to reemphasize the requirement for HSOs to
maintain CMPC training records, as required.
The Headquarters Facilities Master Security Plan
in the "Roles and Responsibilities" Section
states, "Headquarters Security Officer…Ensures all
Element Federal and contractor employees receive the
required CMPC training and maintains training records…."
Section 19, "Headquarters Classified Document
Control Stations" further states, "Headquarters
Security Officer…Ensures CMPC training requirements,
including refresher training, for CDC Station personnel
are met and maintains training records for these personnel."
Additionally, DOE M 470.4-1, "Safeguards and Security
Program Planning and Management", Section J, "Safeguards
and Security Training", requires the maintenance
of training records.
Headquarters personnel whose responsibilities include
generating, handling, using, storing, reproducing,
transmitting (including hand carrying), or destroying
classified matter must receive CMPC training commensurate
with their CMPC responsibilities. The training may
be in the form of formal training classes, briefings,
orientations, computer or video based training.
HSOs are required to maintain CMPC training records
for their personnel. These records may be retained
in electronic or hard copy form. Examples of CMPC
training records that must be maintained include the
following:
- Headquarters CMPC Overview Training
- Headquarters CMPC Classified Document Control
Station Training
- Headquarters Accountable Classified Removable
Media (ACREM) Training
- Classified Document Marking Training
- Classified Storage Repository Opening/Closing
Procedure Training
- DOE National Training Center (NTC) CMPC Training
- HSO Hand Carry Briefings
- Records of CMPC training provided at other facilities,
including contractor or other government facilities.
The data that must be retained includes the dates
of course attendance, course title, and scores/grades
achieved, where applicable.
In the past, the Headquarters CMPC Program, within
the Office of Headquarters Security Operations, provided
HSOs with year-end summaries of all CMPC training
that was conducted for their personnel including names,
course title, and course dates.
Effective immediately, within five working
days of conducting any CMPC training, the HSOs will
be provided the information for their records. Year-end
summaries will no longer be provided.
HSO PROGRAM MANAGER COMMENT
The HSO Program Manager will examine the feasibility
of adding a CMPC Training field to the Headquarters
Facilities Master Security Plan electronic Appendix.
Using the Appendix to standardize the format for maintaining
these records should aid HSOs in meeting this requirement.
The HSO Program Manager will advise you if and when
the Appendix database is modified to accommodate training
records.
