Scope:

The Headquarters Foreign Ownership Control or Influence (FOCI) Program is established by DOE Order to evaluate the foreign involvement of a company being considered for award of a contract that requires access to classified matter. The objective of the FOCI Program is to obtain information that indicates whether offerors/bidders, contractors and subcontractors, are owned, controlled, or influenced by a foreign person and whether, as a result, the potential for an undue risk to the common defense and national security may exist.
